for your consideration.

[The report of the Hong Kong Salaries Commission which will be published shortly has been considered by the s. of s. for the Colonies in the light of the recommendations made by this Government » The S. of 3. has now indicated that the recommendations of the Report relating to salaries and allowances are in general acceptable, although further consideration is being given to certain points of detail in connection with the time scales of professional officers and the rates of high cost of living allowance and of expatriation pay.

The time seale proposed for Administrative Officers has been reserved for further examination, but any adjustment which may be found necessary in other time scales are expected to be elight.

The earnings of daily paid workers throughout the Colony have been increased since the Commission submitted its report, and this Government has proposed a modification of the smolumente originally recommended by the Commission for lower grade monthly paid staff, in order to reflect these changes. The S. of S. has agreed that, with this modification, the Commission's proposals for temporary high cost of living allowance are acceptable to him as they stand for revised basis of salaries up to 8 Hong Kong 2,000 per mensem, although the rates for revised basis of salaries over that amount will require further consideration. High cost of living allowance(granted as a result of Commission's Report) quer will be subject to periodical review so that, if facts warrant it, the rate may be revised. The first review will be made not later than 1st July, 1948, and thereafter at quarterly intervala until suitable permanent machinery for adjustment can be set up.
